1. Introduction The European Commission's White Paper on Sport (1) is the first strategic document on sport at EU level. It provides orientation in an area which until now was not covered by any article in the EC Treaty. (2) The section on doping included in the White Paper (section 2.2) is important as the potential and actual role of the EU (in particular the Commission) in relation to doping has previously been debated by proponents as well as opponents of more integration via the "Community method" (the First Pillar based on Community Law, as opposed to the Second and Third Pillars of the EU). The White Paper thus provides clarification on some issues which are currently very topical. It is, however, a political document and not a legal act, and should be interpreted as such.
